MONICA MOSURE
CHIEF ADMINISTRATIVE OFFICER
Monica integrates all administrative areas of the company, including human resources, finance, and information technology. In her role, Monica develops strategies and solutions to enhance service throughout the organization and its corporate culture. Monica also developed and supported the firm’s sustainability initiatives and was the catalyst for ms to join the GreenSpot program. Monica is also an active member in the American Council of Engineering Companies (ACEC), Ohio Chapter, serving in various roles since 2017.
Monica is active in the community and has co-founded a local charity, Private School Pups, which supports rescue dog training. She also volunteers for several local nonprofit dog and cat rescue organizations and Big Brothers Big Sisters of Central Ohio.
THOMAS P. MOSURE

CHIEF GROWTH OFFICER
As a third-generation engineer, Tom was introduced to the industry at an early age. Professional engineering was a fitting crossroads of skill and interest with a natural affinity for problem-solving and an interest in improving communities. Currently, Tom drives the firm’s growth strategy through all regions, business units, and markets. He also leads business planning efforts, strategic pursuits, and marketing to generate prospects for the firm.
Outside the office, you can find Tom spending time with his wife, Alyssa, and their son. Tom and Alyssa are both animal lovers and have adopted multiple cats together.
THOMAS E. MOSURE

CHAIRMAN OF THE BOARD
Working at ms since his youth, Mr. Thomas E. Mosure has been exposed to the firm’s operations from the bottom to the top. He performed a wide range of in-house administrative duties and worked in the field with surveyors and inspectors during his high school and early college years.
After graduating from college with his Bachelor of Science in Civil Engineering in 1978 and then receiving his Master of Science in Civil Engineering in 1984, he returned to the company. He brought federal agency experience with him, having worked three years for the U.S. Environmental Protection Agency. As a new Project Engineer he demonstrated engineering and management acumen as well as market vision and initiative. He founded the Environmental and Municipal Services Divisions, addressing process engineering, environmental study, and local government needs.
Before assuming a role as company principal, he led several significant projects, including the national award-winning $56 million expansion of the Youngstown Wastewater Treatment Plant and a multitude of programs and projects including capital improvement and maintenance schedules, annual street resurfacing, subdivision development, PUD’s and infrastructure improvements for municipalities throughout the state of Ohio.
As President and CEO, Mr. Mosure maintained this dedication to serving the client and ensuring the reputation for supplying quality design, planning, and management solutions was practiced daily throughout the company. He accomplished this through sound management practices, application of technology and continuing education company-wide, and a personal dedication to all project stakeholders – customer and staff alike.
Today, Mr. Mosure serves as Chairman of the Board.

Jason began his career as a mechanical engineer designing HVAC, plumbing, lighting, and power distribution systems for commercial buildings. Having started his career designing these practical systems, Jason’s specialty has developed into designing functional and efficient buildings. He has created a priority for ensuring the smart implementation of environmentally sustainable techniques. This priority leaves a positive impact on both our clients and our environment.
Outside the office, you can find Jason spending time with his wife and their son. Jason also enjoys playing volleyball and working on home improvement projects.

Bill has more than 25 years of experience as a civil engineer working with all facets of municipal water and wastewater systems. His primary design experience includes wastewater treatment plants, wastewater pump stations, equalization basins, water booster stations, and elevated water tanks.
Today, Bill works alongside clients through the project lifecycle, carefully balancing available resources and making sure clients’ needs are met. He solves these challenges by engaging the talented professionals at ms and constantly prioritizing where to focus his efforts to keep projects on track.

Keith, a graduate of The Ohio State University, is a registered professional engineer in four states, a certified construction manager, and joins ms with over 18 years of work experience in the architecture, engineering, and construction (AEC) industries. Keith held leadership roles for 11 of those years and has experience managing large construction management teams.
Keith began his career as a Project Engineer and quickly found his calling in the construction sector of engineering. He brings a wealth of knowledge about the industry to his new position at ms, including construction administration, budget management, and leading new business development. His experience includes horizontal and vertical construction, having worked on large water plant upgrades for the City of Columbus and hyper-scale data centers for Meta. At ms, Keith leads the Construction Business Unit in technical planning and project coordination. He works closely with the business unit director to assist project managers in delivering timely, cost-effective projects to our clients.
Outside of the office, Keith spends time with his wife, three kids, and English golden retriever. In the spring and summer, they can be found at the beach or around southeast North Carolina, attending lacrosse tournaments. The fall and winter months are filled with football, basketball, and golf.

Today, Sean oversees the transportation business unit’s performance, business development, personnel development, and growth. Across geographic regions, Sean collaborates with leadership to coordinate workforce needs, projects demands, project coordination, scheduling, and quality control.
Outside the office, you can find Sean spending time with his wife and their three kids. Together they enjoy boating, hiking, traveling, and attending sporting events. In Sean’s free time, he coaches a youth soccer team and serves as the Secretary/Treasurer of Findlay Township planning commission.

Over the course of his career, Sandipan has worked on a wide range of projects, including educational and civic institutions, transportation facilities, multiunit retail, water and wastewater treatment plants, and much more. The diversity of his project experience gives him a unique capability to identify specific challenges on each project and lead the team to a successful design solution across market sectors.
Sandipan says, “Architecture is often perceived as the aesthetic design of a building. Today, it encompasses much more! Architecture is a process of managing many layers of intersecting information. Whether that be code requirements, HVAC design, material selection, or construction challenges, each of these layers represents factors that impact the design of the building and timeline of the process.” An architect’s ability to successfully manage and control this flow of information is the critical factor in a project’s successful execution.
Sandipan enjoys spending time with his wife and son outside of the office. Together, they love to travel and have visited four continents. One of Sandipan’s bucket list items is to travel around the world on a single trip, inspired by the Jules Verne classic “Around the World in 80 Days.”
BOB ANSPACH
DIRECTOR OF DATA STRATEGY + ANALYTICS
Bob is responsible for the direction, coordination, and implementation of data strategy at ms consultants. He specializes in databases and developing data analysis output. Bob’s greatest challenge in his work with data-driven systems and driving data analytics, is agreeing on what the data means and how it can be leveraged to drive decisions and indicate trends.
Outside the office, you can find Bob spending time with his wife and their four children. Their kids keep them busy with soccer, football, and cheer. Together, they enjoy watching Marvel franchise movies!
MARK BUCHENIC

VICE PRESIDENT OF EASTERN OHIO
Mark, a proud graduate of the Youngstown State University, brings 37 years of work experience in the civil and water/wastewater engineering industries to his role at ms; He has held leadership roles for 17 of those years and has experience managing departments as well as large and complex infrastructure projects. His experience encompasses planning, design, and construction for various civil/environmental type projects, including site and grading, stormwater management, water supply/distribution/treatment and storage, wastewater collection/pumping, and treatment.
Mark began his career as a Project Engineer and quickly found his calling in the environmental sector of engineering, progressing his career into leadership roles over the years. Mark’s many years of environmental engineering experience includes serving as an Environmental Engineer, Environmental Department Manager, VP of Water Resources Business Line Manager, and a Midwest Water Business Leader. He continued to work his way up, holding numerous leadership roles throughout his career before joining ms as the VP of Eastern Ohio. At ms, Mark oversees the day-to-day operations of the Youngstown office and is the leader of the eastern Ohio Region.
Outside of the office, Mark enjoys spending time with his family in the Youngstown area and with his three children in Cleveland and Scottsdale. Mark also enjoys working outdoors in his garden, hiking, biking, golfing, traveling to new places, and attending high school, college, and Cleveland Browns football games.
SEAN CASSADY
CONTROLLER
Sean Cassady has numbers in his blood, with his father being a retired accountant. He has always been good with numbers, money management, and accounting. Sean has experience leading multimillion-dollar projects, and he recognizes that successful projects are a direct result of different teams working together for coordination and alignment. In addition to the collaboration of groups, he quickly realized that, in his field, prioritizing and then reprioritizing is one of the biggest challenges faced day in and day out. Throughout that experience, Sean promptly learned that staying flexible will help navigate the challenge and ensure tasks are done efficiently and on budget. During his 25+ years of experience, Sean continually applies these lessons in his various roles, from finance and accounting manager to controller to chief financial officer.
In his current role, Sean continues to navigate through the impacts of COVID and work schedules while shifting to a companywide hybrid work environment. While navigating this new work environment, he focuses on building an Accounting and Finance team that brings different perspectives to solve unique challenges, while giving people the opportunity to succeed.
Outside of work, Sean stays busy with his two sons and their school and athletic activities. Additionally, Sean enjoys spending time with his wife, family, and friends.

VICE PRESIDENT INDIANA
Specializing in water and wastewater treatment plant facilities and planning, Dan has been involved in the planning, financing, design, bidding, and construction administration and inspection for approximately 600 miles of water main ranging from rural water to urban downtown streets. With the variations in project experience over the years, Dan has developed expert teaming skills, allowing successful partnerships with his clients.
Outside the office, you can find Dan spending quality time with his wife, six children, and one granddaughter. Together they enjoy traveling and catching their favorite Indiana sports teams, the Boilermakers, Pacers, and Colts, in action!
SCOTT DAVIS

VICE PRESIDENT LEGAL
Scott is responsible for all legal and regulatory matters for the company and advises the Chairman of the Board, the President, and other senior officers on legal issues associated with key initiatives. Scott began his career as an engineer and later pursued a law degree at The Ohio State University.
Additionally, Scott leads the ms Diversity, Equity, and Inclusion (DEI) team. He is charged with defining, evaluating, and making recommendations to the Board of Directors.
Outside the office, you can find Scott enjoying a run or a round on the golf course. If he is not on the trail or the golf course, he is roaming the sidelines of sporting events for his teenage son and eight-year-old daughter.
WALT GRAY
VICE PRESIDENT NORTH CAROLINA
Walt came to the engineering and architecture field with a background in finance and accounting. This prior experience has given Walt a unique perspective into his work that other business development professionals may not have. Walt has always valued relationships and has focused on building strong business relationships throughout his career. Today, he specializes in developing, maintaining, and strengthening relationships.
Outside the office you can find Walt at any local BBQ joint, enjoying his favorite vinegar-based BBQ and Lexington-style slaw. When he’s not savoring the local BBQ, Walt can also be found enjoying the outdoors and spending time on or near the water. These times are made even sweeter when he spends them with his family and dog.

Don has more than 30 years of experience in the design, project management, and construction management of transportation projects. Don is responsible for project coordination, budget programming, scheduling, and quality control in his current role.

Kari brings more than 25 years of sustainability and water resources experience to the ms team. From working with communities on their MS4 and stormwater utility efforts, to developing full-scale green infrastructure programs, Kari combines her dedication to sustainability and infrastructure knowledge to deliver clients and communities impactful and long-term change.
An advocate for beneficial change, Kari is often faced with the mentality of, “the old way has always worked, so why change now?” This mentality stems from clients and communities wanting proof that sustainable alternatives work versus jumping towards the latest trend. Kari addresses this by identifying and improving upon a project’s return on investment through balancing proven sustainability measures with innovation. Working on more than 100 sustainable projects, she has proven time and time again when properly implemented, green infrastructure is ultimately the most cost-effective solution, whether immediately or long-term.

Josh leads the business development efforts and growth for the site civil and survey groups. He serves as the point of contact for a variety of commercial developers, public/private utilities, and municipal clients. In his role Josh manages a number of projects, coordinates workforce needs, project coordination, and quality control. His design experience includes various building and building types, site grading, sanitary and storm sewers, water lines, and road improvements.
Outside the office, you can find Josh spending time with his wife, their two daughters, and three dogs. Josh also enjoys playing ice hockey, playing video games with his kids, and is a lifelong Cleveland Browns fan!

Jerry began his career assisting clients in commercializing their technologies and physical facilities. From there, he transitioned to the A/E industry where he used his ability to structure strategic partnerships to service the design needs of his clients. Jerry has spent his career developing networks and providing consulting services to the federal government, higher education institutions, and private sector entities.
Outside the office Jerry has a passion for youth sports, including coaching his children’s sports teams. He currently coaches both girls and boys basketball and boys baseball. In addition, he and his wife are the youth leaders at their church.

Jeanne is an executive professional with experience in public affairs, international management, strategic planning, sales, marketing, and licensing. She delivered a successful track record of achieving and exceeding growth targets over her two decades at The Walt Disney Company and is skilled in creating alliances with domestic and international business partners. She has outstanding leadership and organizational skills with a passion for setting high standards of excellence and managing high-performing teams. As a global publisher, Jeanne managed the creation of bestselling new and franchise intellectual content across all demographics, formats, and consumer platforms.
Jeanne was the inaugural Youngstown State University, Williamson College of Business Administration’s Executive in Residence from 2019-2020.
Jeanne serves on the Youngstown/Warren Regional Chamber Board of Directors and the Government Affairs Committee; the YSU Williamson College of Business Administration Advisory Council; and the Ohio Pennsylvania Stateline Export Initiative (OPEI) Advisory Committee. She is also a member of the Rotary Club of Canfield.

Krystal has always had a passion for where marketing, research, design, and communications meet. She has experience developing marketing strategies for many industries, including the AEC industry, but also focusing on consumer packaged goods, restaurants, and retail. When Krystal entered the engineering and architecture industry during her marketing career, she quickly became fascinated with the built environment and the infrastructure behind our communities.
As the leader of the marketing department, she is responsible for guiding corporate marketing initiatives, including branding, communication, and strategy. She also spearheads the expansion of the company’s marketing capabilities, such as expanding client services, such as design, digital strategy, marketing research, and outreach.
Krystal enjoys traveling (particularly international road trips), tackling home renovation projects, and spending time with family and friends outside of the office. She has a rescue dog and multiple nieces and nephews who also keep her busy.

Staci believes the greatest trend in human resources today is the need for talent development. Focusing on career development, career management, organizational development, and training has a great payoff. She is dedicated to continuing to build ms’ strong culture of talent development.
Staci is also a Leadership Columbus graduate. Staci took advantage of this opportunity to propel her independent thinking skills, ability to positively impact those around her, and develop a network with leaders in Columbus.
Outside the office, Staci enjoys spending time with her two sons. Together, they enjoy traveling and attending Ohio State sporting events, especially football, and basketball!

Phyllis joined ms consultants more than 20 years ago in the water group. As she progressed throughout her career, Phyllis established skills for developing and maintaining company-wide procedure and document standards. Today, Phyllis oversees the quality management procedures for each business unit and the company as a whole. She has established quality policies and objectives that guide process development managed by all areas of the firm. Phyllis is committed to the continual improvement of the firm’s quality management systems.
Outside the office, you can find Phyllis spending time with her husband and their two children. Phyllis is involved in the United Way of Youngstown and the Mahoning Valley, volunteering her time to mentor and tutor children in Youngstown City Schools.
ANTHONY "TONY" URANKAR
VICE PRESIDENT NORTHEAST OHIO
Tony began his career in the public sector with the City of Cleveland during the rebirth of Cleveland in the 1980s. Through a strong work ethic and establishing relationships with many mentors in local government, he was introduced to the civil engineering field. He began his career with the Ohio Department of Transportation in 1991, where he worked for more than 20 years, over three different terms. Through his time with ODOT fulfilling their mission of building and maintaining a safe and efficient highway network, Tony developed a great understanding of the importance of partnerships with the private sector.
Tony has more than 38 years of experience in leadership and strategic planning. He has relied on communication, teamwork, and critical thinking throughout his career to continually build his skill set.
Born and raised within Cleveland city limits, Tony is an avid supporter and fan of all things Cleveland, especially its sports teams. He stays active in his community through volunteer leadership roles in his church, children’s schools, and their extracurricular activities. Finally, he enjoys spending his time outside the office with his wife, their seven children, and one grandchild.
